can anyone explain to me?

Phase Change is, at it's most basic, Taking an A/C unit, and using it, instead of a heatsink, to cool your cpu.

Yes, You take higly compressed freon etc and release the pressure in a bl;ock thats bolted to the CPU like any other water block. It gets very very cold, under 100C if done right.
