I see that the MOBO has a 24 pin power then an 8 pin alternate power(CPU I guess???). Is that optional or mandatory?

CPU Power is mandatory, as well as the 24 pin power. The CPU can work with a 4 pin CPU cable too, it's just that 8 pin is more stable and more useful for quads.
