There is a free tool called IE Eradicator available from www.98lite.net which removes internet explorer from Win98 and most certainly is worth a look as is the excellent 98lite product.
Im not sure how to complete this task from Win2000 though
Sounds to me like Britboy is an employer frustrated at his employees goofing off on his dime. Regardless of his reasons, I'd agree with what's been said so far - Uninstalling/Disabling/Removing IE is possible but it is not easy & things will get real ugly.
A simpler solution would be to install a router that lets you configure which computers get internet access & which do not. This is what my employer has done & it does prevent surfing on the bosses dime. However, I would like to point out that there is alot of legitimate surfing that is now a royal pain in the butt. We have to trudge all the way across our building to get to an "Internet PC", find what we are looking for, print or save our files & go back to our own PC & continue working. If you ask me it's a drop in productivity.
Another thing you could do is install some "monitoring" software. Inform the employees that "big brother" is watching. If that isn't enough to keep them inline the disciplinary action could be taken.

Can you not restrict the users access in their profile in 2k ?
