Should i make a blowhole that blows air onto my CPU or should i palce the fan so that it exhausts the air?? I will be placing the fan dircetly paralell to my Heatsink fan.

If you have good exhaust flow in your case I would put it so that it blows the cool air on the heatsink.

My case temp is 70 F and stays there. Is that good enough airflow!!?!? All i have are 2 80mm fans 1 inflow and one outflow. and a lowly 60mm outflow on the back of my case because i don't have a spot to put a 80mm. I want to add two 120mm or 1 120mm and a 80mm. so should i use the 120mm to blow air on my cpu and the 80mm as outlfow!?!?
I would use the 120mm buy cutting a hole across from the cpu to get air into the case ( you will also cool some of the ram and northbridge.... well on mine i do anyway) and a 80mm( to save on the noise) at the top of the case to exit the air..
or you can stack the 120mm one on top by the cpu and one under it to cool the pci and agp slot
