Stuck at "detecting arrays"

I have a problem that I can't seem to figure out.

If I hard boot my computer it posts just fine the problem comes when it is soft booted.

If I choose to restart the computer from windows it hangs up for about 10 seconds on "detecting ide drives". Once the drives are detected it proceeds as normal but it then hangs up indefinitely at "detecting arrays", which requires me to then perform a hard boot.

Once I turn the computer totally off and back on it posts just fine. The problem only appears when I try to restart from windows. What would be causing this?

Seagate Barracuda 500 gb sata hd
Plextor PX-740a DVD eide
Samsung SH-S182M Lightscribe eide
