So i just asked about transferring files from one hard drive to another, but i want to go the way thats cheapest. Is it possible to take a hard drive from an old computer that has windows xp basic on it and using this:

be able to boot up and use windows on a new motherboard.

Use the "new" HDD manufacturer's utility (like MaxBlast or Discwizard for example) to transfer the OS and files from your old HDD to the new drive. Since you plan on running a previous XP install with a new MB, you may have to perform a repair install in order to boot into Windows successfully.
