Memory Problems

So I just finished building a new PC with 8 GB memory (4x2GB) 2 in each slots. In the BIOS the 4 are all recognized but when I check my system when inside windows it says I have 3.25 GB only. Anyone know why this happens?

Is it 32 bit Windows?

You need a 64bit OS, like XP or Vista otherwise it can only address 4Gb of total memory, including cache, GPU Ram etc.
