About 2-3 years ago somebody posted here that Sparkle (Fortron) ATX-400PN is good PS for low budget.

Since that I installed over 60 of these and all of them are still working.

So if you are looking for basic PS this is the one to go with!

Not anymore - that one's an old ATX 1.3 unit with relatively low 12V power in relation to the other rails. It's also hard to find these days.
