Rivatuner Fan Control

I have Rivatuner 2.24 and Forceware Drivers 185.81 on an nvidia BFG 9800gt...

NO MATTER WHAT I DO to set the fan speed at 65%, it keeps kicking back to my 40%...

Any ideas?
