ive max out my fsb at 149fsb what is most likely holding me back my ram? or voltage
full load = 42c

Probably a combination of them, as well as other factors. If you can get your XP unlocked, you can probably get to 166 FSB at a lower multiplier.
I agree with Sickboy.
With my XP1600+, I have to set the voltage to the motherboards maximum of 1.85V for the Vcore and 2.8V (+.30) for the RAM. You may be getting close to the top with your RAM at a 149FSB. I would suggest upping both the Vcore as well as the DIMM voltage.
I've since flashed the "BETA BIOS" 8khal00 that utilizes a 3/4-memory divisor. With the FSB at 207MHz and the memory running at 155MHZ. I'm currently getting scores of, ALU 902 / FPU 967. You may want to try this route, many have reported success with this BIOS. I found it to be good after tweaking the memory settings.
Also as stated above, unlocking the multipliers really lets you take advantage of the 8KHA+ motherboard's FSB potential, I highly recomend it.
