It doesn't sound like an 'oven trick' problem - that would show up as video corruption. What I'd recommend first is taking off the heatsink again and cleaning off the GPU to make sure it is not damaged. Then put thermal paste back on and reseat it.

Was there any 'burning smell'? If the heatsink was not reseated properly it's possible the card got too hot.

Do as MadMan007 says and make sure theres no paste on any components.
then re-seat the sink and try again.

Ok, when you redid the heatsink did you carefully clean off the GPU chip and CLOSELY inspect it to make sure there was no damage to it? The chips are durable but can be damaged physically and it would usually show up on the edge of the GPU chip as a little crack or 'chip' sort of like if you chip a ceramic mug.

If you are 100% sure the GPU is not damaged we can go to the next step. The card does NOT require an extra PCIe plug for power does it? Does the card have a fan, and if so does the fan spin up? What is your exact motherboard? Does it maybe have integrated graphics and you need to disable integrated graphics in the BIOS? What's the details on the rest of your system?

Please answer all the questions so we can help further.

btw whenever changing components in your PC be sure to turn off the power supply by it's switch on the back. Just powering down the PC is not enough.

OK, probably already obvious, but no one has mentioned it yet. Make sure that the video card is firmly seated in the motherboard.
