When cold start then pc will not react

When i do a cold start, my cpu wont react. Only after several times of rebooting, it will start.
has this got to do with teh voltage of my overclock?

It's called "cold boot" problem. It's famous for your board. Sometimes flashing to a different BIOS fixes the problem. Sometimes a change of other components fixes the problem. Try different memory, PSU and different BIOS...three things you can try as the first step.
