look here (http://www.techmocracy.com/poitsplace/articles/nibbler/)
that might help more
There a 2 kinds of Nibbler that I am aware of, one is an air nibbler and it nibbles little half moon cuts out of thin gauge metal or aluiminum the other is a hand nibbler which is/does the same thing but is slower than the seven year itch and will wear your hand out in a hurry. Your best bet imho is a dremel or die grinder
and a drill motor and hole saws for case modding.

A nibbler is a poor man's hole saw, in a manner of speaking. They are no fun to use on holes larger than for an 80mm fan. At all. If you're a masochist or have strong hands they're OK.
I love my air nibbler for large holes, it doesn't turn corners very easily, so it works best for window holes and such. It will cut quite fast, but leaves burrs that have to filed off, as well as being hard to keep a straight line.
That said, I do think the best modding tools are a dremel, rotozip, and jigsaw.
I have a dremel (style) tool, but prefer to use the jisgsaw to cut almost all my holes with. The dremel being more suited (in my own opinion) to smaller work.
As for how the nibbler works, the center pin travels up and down into and out of a die with a matching hole, thus nibbling off the small pieces of metal being fed into the gap.
The manual version was already shown, so I'll give you a look at the air power version. The nipple for the air hose would go on the right-hand end, but mine is on my air drill right now. (love those too)
*edit* this is a cheapo version that I got for $50. They can go to $350 for one that will cut a bumper in half.

how fast is a hand nibber, like how long would it take to cut an 80mm hole?
Not including drilling a starter hole (3/8) It takes me about 15-20 seconds. Then another minute or two to debur the edge.
The secret to air nibblers is a huge compressor tank and alot of pressure. I use my dad's system. I put 3 big water heater tanks in the rafters of his garage, and piped his portable compressor to them. This way it's still portable, and has huge capacity for the high cfm tools.
Huh, I guess you could say I overclocked his compressor and modded his garage! Someone stop me, it's a disease I tell you!:D
