The 1000he is pretty much a solid choice. Easy to upgrade the ram to 2GB as well. Only qualm I have about it is some of them have keyboards with a lot of flex but it's easily fixed with some thermal tape.
I suspect in the future there will be more netbooks using nvidia's ion graphic processors which seem promising. But they'll probably run over $400.
