Can anybody tell me the file extension for steam backups, I seem to have mislaid mine and I don't want to download ~30GB from scratch.

I seem to remember there are several files with weird extensions and one .exe file that puts everything back where it is supposed to go.
However, something that a lot of people don't know is that you don't even need the Steam backup utility to copy your Steam games to a new PC or new OS installation. Just copy the contents of your entire Steam folder. Install Steam on the new system, close it, then copy all your files to the new system's Steam directory. Start Steam and everything should be there. It's quite a bit faster and easier than using the backup utility.

i did that for all my games and it still had to download stuff

If you copy the whole Steam directory in-tact you shouldn't have to download much, just a few small files possibly.
