One time it took 2 hours to send
Finally got this Linux working after 18 months I gave up back in Jan 2008 .. works a lot faster than XP . just the time thing takes so long for me
normal upload for me is about 125KB/s, about 10x what you showed.

It can only upload as fast as your connection. It states quite clearly there that you're only sending at ~15kBps. A 40+ MiB file is going to take a while at that speed.

Like there's any real competition in this country for them to win... :rolleyes:
@OP: Upgrading might help, it might not. You're already only getting half of your advertised speed. 256kb is 32kB, and you're only getting 16kB.

Go there and see if your getting the speed your paying for. If not then contact the cable company and see if there is a reason why. Maybe your modem just needs to be reprogrammed for your current service. This has happened to me before when they stop offering package X and auto upgrade me to package Y but the modem is still set to package X speeds.
Also 256Kbps upstream is pretty low. It might just be time to get the next step up. But make sure they give you the speeds you are paying for.
It definitely sounds like a problem with your service. You might want to try uploading a big fat picture file to something like swoopshare or photobucket - anywhere that you can time it, and from the size of the file, calculate your upload speeds.
Then when you talk to Cox, they can't say "... that must be a problem with FAH's servers then...".
