I've been running my QX9770 at 3.8Ghz for a while now under my WinXP (32bit) boot (dual boot), never had any issues, Prime95 runs for hours, all my benchmark tools run for hours, all good.

So I'm testing out Windows 7 Ultimate (64bit) and run the "Performance Index" to get a rating and my system crashes (reboots) in the middle of the CPU performance test ... always at the same CPU test. RAM test, Video test are all good.

They ONLY way I can get Windows 7 Ultimate to complete the Performance Index successfully is if I run ZERO, nada, zip overclocking @ 3.2 Ghz. I've tried adjusting

CPU Voltage
CPU PLL Voltage
FSB Termination Voltage
DRAM Voltage
NB Voltage

Ratio I'm using is 9.5 x 400 with DDR3-1600Mhz 1N 7-7-7-20-5-08-12-6 -- pretty sure it's nothing to do with DRAM as the test always fails on CPU. Don't think it's power supply issue either as I have a PC Power and Cooling 1000 Watt unit.

I'm running 803 BIOS in my Asus P5E3 Premium.

Any suggestions?

Rob.

Fill in this BIOS template for the P5E3 Premium w/ all of your current settings at 400MHz x 9.5 (just disregard the settings in the template, and replace w/ your own), and post a direct link to your RAM. Also use RealTemp to find the Max Core VID of your chip by opening the "Settings" page, then posting it in this thread...

I just had the same problem and figured out it was a glitch with the "Cool and Quiet" option in the bios.
Make sure "cool and quiet" is disabled . seems windows 7 throtles the processor even if you haven't installed the application.

I thought "Cool and Quiet" was for AMD only?

Thanks for all the input, finally got my QX9770 running stable at 4Ghz on my P5E3. There were three issues that seemed to be the reason for my initial overclocking failures:

1. Zalman 9500 CPU cooler (air) is just too heavy to be used in upright case for the brace system it used -- it was effectively leaning towards one side of the CPU surface. I replaced this with a Corsair H50 (self contained water cooling) that uses a MUCH better CPU bracket system.

2. I didn't move the OC jumpers on the motherboard that permitted NB voltage increases

3. I didn't put the Asus NB fans over the cooling fins (two of them).

The BIOS settings are listed here on my web site
