In the market for a decent PDA plus more

I'm currently looking to buy a PDA for all the organizational needs of the modern day man, but I also need one that has the ability translate English into Chinese and vice versa. As a matter of fact, this feature is of the utmost importance. Specifically the ability to write signs and to search for signs via number of strokes contained within the sign, etc.
Are there any good programs out there available or any PDAs that have these features already built in?
