What kind of mouse do you have? How about motherboard?

My scroll mouse used to lock up in Internet Explorer constantly about 6months ago. I was running an ASUS A7V with adjusted voltage...turns out there was a new BIOS out to fix stability issues when voltage was adjusted. Put it on and since then my scrolling and other use has been lockup free.

It was pretty bad for a while, infact, it was worst when I used the scroll...

I'm not sure why it would be the video card...if the video card was freaking out when you scrolled then you'd lockup when you used the buttons as well...

What kind of video card are you using? What drivers? You could try updating the drivers perhaps...

Got anymore information? ie. hardware/software...etc...oh yeah, and now you are using XP, what were you using before that, win9x or 2k?

Do the lock-ups occur only with certain programs or generally all the time? Did you try the latest Logitech Mouseware drivers and utilities?
