Have a Dell Inspiron B130 15" lappy I am trying to fix.

When you power the thing up the LCD lights...See the post screens...After about 5 seconds it starts making a high pitch noise on the bottom left on the LCD.

Screen goes black and noise stops...Works with VGA port to an external monitor.

Found a LCD with inverter for 115 duckies...While stumbling around the net it appears as thought the inverter is on the bottom of the LCD.

Just never heard a lappy LCD make a high pitch noise like this one.

LCD with inverter or just get a inverter and give it a whirl ???

I haven't come across an LCD whining either but would bet it's the inverter since the computer works off VGA. If you can pickup an inverter cheap then I would try that first.
