Have you tried installing different drivers?

Are you using FSAA and do you have V-sync turned on?...is the rendering in openGL or directX?
Maybe you should post this in the games section..as you pointed out that this happens with another video card thus eliminating the video card hardware as the culprit.
Did you D'l new drivers for said cards? that could be the prob....maybe reverting to an older driver set might cure the prob.
How's the heat situation? In other words, what are your temps?
If you have a SFF case that could also be the problem...not enough airflow.
that is all I can think of for now....BTW, is that a CRT or LCD?
A CRT could benifit from a fan over the yoke (top)

I forgot to ask if your video card is overclocked by you....If the card is factory overclocked, then pushing it further is a complete waste of time..sure you might get it a little higher, but not by much and the framerate gains would be minimal if even noticeable.
Maybe the reason for the artifacting is that you are pushing them too far and they are not up to it.
: Still thinking :
i have the lasted nvidia driver for this card my temp are around 51-52c im using lcd idk about opel or directx im not sure and i dont about v sinc either hope this help also i have the card stock from factory no overclock by me just from bfg and is only 10mhz lol

What about other games?
It doesn't look like a CPU OC issue to me. It's something in the graphics processing chain.
well i try a game call warrock is a online game and same thing happen also with nfs shift same thing all the game i have try the problem show up.

I would bet money, that is your problem. Cooler Master makes great cases, but usually not so great PSU's. That one is apparently not too bad though. Can you borrow another one to try like Corsair, Antec, even an OCZ?
i going for an upgrade for the psu i think im going to get a antec true power new 750w what you think?
hey also i stress the card with video card stability test to 100% and nothing happens no fails no graphics problems everything good is only with games.
