How does someone get their own vendor's?

you don't usually need to do anything to start a web business except code the page, contact your town's chamber of commerce to be sure.

However, if you want to accept credit cards, you will need to sign a deal with a CC merchant company, and they will insist you get licensed, insured, etc before they do business with you. Most reputable vendors won't deal with an unlicensed business either, especially the high-volume vendors.
