It depends on type of caps, assuming you're aiming at the extreme oc-ing matter, then the most important and affected caps are those organic/polymer type for cpu vrm that usually are placed around/close to the cpu.

Based on "common specification" for this type of cap, most of them capable of running down to -55 Celcius, but their ESR will suffer about 25% compared running at 20 Celcius.

Aluminum Electrolyti mostly still about -40 or -55 Celcius as well

Just curious what are you planning to do with this info, whole psu & mobo submersion in LN ? :D
