Just got xp1700+ need help

I just got my XP1700+ and was going to use Arctic Silver 3
on it. but i see on bottom of the heat sink that there is a tape you
have to pull off so it sticks to the core.
I assume (i hate that word) that i have to remove that whole
sticker thing before i apply the AS3.
whats the best way to get that off without scratching the heatsink?

Razor. Get sticky stuff off with isopropyl alcohol or acetone. If you scracth it up, you could always take some wet sandpaper to it and lap the base. Go from very rough to very fine sandpaper until you get a mirror finish. That'd make the heatsink perform even better.

Alcohol works fairly well, but with some of those thermal goo's that they put on, it takes a lot of elbow grease. I picked up a small can of Goof Off and it is great - eats right through those goop's. You pour a little on the heatsink, let it sit about 10 - 15 sec's and wipe the goo off. Then clean the residue with Alcohol. Great stuff that can be picked up at your local Hardware store.

The other advantage of Goof Off is if you want to clean the thermal grease off of your CPU core. It cuts right through the grease, especially great on Artic Silver, which is very hard to get off with just Alcohol.

Just to add - don't breathe the Goof Off for extended periods of time - Still having a hard time getting Elvis out of my garage.
