Avatar Help Didnt wanna fill the Avatar Thread

I am interested in making Avatars. Is there a program used in making them? is it layered gif's? please someone explain, and point me in the direction. I would also like to help those that want avatars.

Well try doing a search on the forum or you could post this question where it belongs in the other software forum. If you do a search you will find this question has been asked and answered many times.
