Minimum psu power for a hungry 1800xp or higher

i would have to say yes. some people do okay with a 300 if they arent running too much hardware. look in my sig. i'm using a 300 and i think (even though mbm5 voltages look ok) that's part of what's holding me back.... i would get at least a 350 or preferably a 400 if you wanna o/c

I would also suggest at least a 350w. But even this is no guarantee. Be sure you get a quality psu and research a little. Some mobos don't work and play well with some psu's.
