Mods- if you move this I apologize... didn't know where to put it exactly.
Anyway, if you have a video card and put on a fan, where do you get the power from? Assuming there isn't a power prong on the card itself.
Also, on my TNT ultra card, there are like 26 prongs sticking up, 2 rows of 13. What are they for?
And how do I convert like 2 prong fan leads to 3 prong, and 4 to 3 etc....

Well... I assume your fan runs on 12 volts.
If it does, just splice the wires in to the Yellow and black pair of wires on the 4-pin adapters that are coming from your power supply.
The third pin on a three pin adapter is used for RPM monitoring(Blue Wire). To convert a 3 pin to 4 pin, just ignore the blue wire(don't let it hang free, Wrap the end with electric tape). and splice the other two in to the yellow and black wire pair on the PSU.

The RPM monitoring wire could also be Green (Intel fans), Yellow (Evercool, F.T.C. (Thermal Take)) or white (Spire, F.T.C.). Guess they could also be Brown, Pink, Purple....hard to tell.
You could put the fan on your mobo, If you have a spare fan header (Usually there are 3 fan headers on a mobo, CPU, Chassis and PSU), but it depends what kinda fan you're useing and how much power you can draw from your mobo (fan header), Mine can handle upto 6WATTS (0.5A or 500mA) enough for a screamer, but a lot of mobo's cant handle that much, if its a PI fan you don't have to worry (They're usually less than 2WATTS, at least I've never seen one that draws more).
If you're not sure what to do, tell us what kinda fan it is, how much wires does it have and if it has a 3 or 4 pin connector (or no connector).
About the 26 prongs sticking up, its probably a VIP connector (Video Interface Port) and can be used for add-on modules (like a Video capture card).
