CS Fps slow

I have a radeon 7200....
Every resolution I play CS in open gl mode I only get 32fps max. Why is it doing this? Some ati driver limitation?

Thanks anyway, I tried that link and it didn't do anything...
but I went through and got rid of the config.cfg files... somehow they had max_fps set to like 33..
