Rheostat Specs

I want to put a Rheostat on my Delta 68 cfm... So I can turn it up while OCing, but have it quiet during regular use.

I like to buy locally if I can, so what should I look for as far as specifications go? I want to be able to slow it down to about 1/4 of its full speed.
