Attached USB devices still powered on after comp shutdown? is this ... normal?

when the comp shuts down the keyboard/mouse powers off but the audio card and the other devices are still being powered via usb..

Kinda wierd

Probably just the wake on USB. Some boards have a jumper near the ports to disable it per port pair.
