Wont shutdown or restart on first try???

man i had this problem with windows 2000 and now winxp, why cant i just down on the first try, when i go to shut down nothing happens then when i do it again it shuts down, can someone please help me with this problem.

I had that with Win 98 and it eventually went away after cleaning up my registry and downloading Win upgrades to Win 98se. Hard to believe Win XP does it too. Sorry can't be more specific.
