So I brought a new sound card and it seems to work slightly to well.
Movies, TV, games and small visual tests like a flashing light with a sound blip all have the sound playing maybe 5-10ms before I see anything change.
It's not terrible but it can get slightly annoying when everything's not perfectly synced.
My sound card is the Asus Xonar DX PCI-E version, sound quality is amazingly good and this is the first bad thing about it :(.
