P-55 motherboard and Iwaki RD30

The Iwaki RD-30 will not restart until it stays off at least 15 seconds. The P-55 motherboard when overclocked restarts during the bootup process but restart only lasts about 2 seconds. Now the problem is that when the first start occurs, the Iwaki starts with the bootup routine. When the bootup restarts it starts faster than the required 15 second delay required by the Iwaki. PROBLEM: The overclocked system starts with no water being pumped because the Iwaki did not start.

I know an AC to DC converter would handle this problem, but it is not a desireable method of solving the problem. It is preferable to use a 12V DC to 24V DC converter. EVGA says the 2 part startup in the P-55 is required. Anyone else have ideas on how to solve this incompatibilty?
