i need a site with a forum, a download section, a donation area(paypal) and places for ads (need money some how)

im not looking to go big, just a place for people to upload/download maps and share ideas on the forum. any and all help would be amazing.

I'm assuming you don't want to put a ton of money into this either.
For the forums, use PHPBB. Probably the best free solution.
The paypal question is answered here: http://www.paypal.com/cgi-bin/webscr?cmd=_donate-intro-outside
For the downloads question, there's a lot of ways to go about doing this. Do you want to host the files on your server, or maybe use torrents and a free tracker to save your bandwidth and space.

IMNSHO, SMF is far superior to phpBB, if you're more concerned with functionality and performance than ability to write your own forum software using phpBB as a base.
For what you seem to be planning, you may want something like Joomla as your frontend. You could then use JFusion to link the user databases between Joomla and your preferred forum software.

Joomla has a good repository system if you're going to host all the files yourself.

He said he is Uber lazy.
In which case I propose SMF  SMF is simply a better software package, IMNSHO. Anybody who just wants a forum, rather than a GPL codebase from which to start designing their own forum, should use SMF.

ill look at SMF but i also need a homepage(gonna make my self) and a gallery page for map pics, and a download section, maps arent too big so the bandwidth i have per month should suffice.
ill post the top banner im using once i finish it, just need a few finishing touches

whos good at photoshop that can fine tune that?
the letters i got for it came very very small and thats as best i could do with my pathetic photoshop knowlege
You might want to take a look at Drupal:
http://drupal.org/
http://drupal.org/about
It's mainly a content management system, but it is comprehensive and has modules available to do all the things you are thinking about. There is a learning curve, however. So, depending upon how "uber lazy" you think you are...
I think it would be worth your time to investigate it, though.

mbigna, I would have suggested Drupal, but Joomla is a bit more NEW user friendly.
arcanise, I'm sure someone here can mess around with your banner for free. I've stopped doing photoshop for people for free though.

3. the webmaster will get payed more for the more i make from my site (ads is primary income)
