Is there any way to load a driver AFTER windows finished loading ? I'm using Windows ME.
Doubleclick the specific device in the Device Manager.
Click the Driver tab in the Properties box for the device if it has one. If there is no Driver tab, you can't add the driver.
Click the Upgrade Driver button and follow the steps.
Assuming your device is Plug&Play, this should take care of what you need.
If you have difficulty, you may need to use the Add New Hardware Wizard.

I'm talking about something like a PPP3-something driver (for DSL use), or a LAN card driver, to use in Safe Mode.
It is difficult(if not impossible) to add drivers while in safe mode. even stuff that loads regularly is not available in safe mode. One method that work is to add your driver to your config.sys file and boot into Command Prompt Only(hit Shift-F5 after Config.sys and Autoexec.bat load) Then you can try to run Windows in safe mode by typing win /d:m at the prompt. I am not sure if this will work, but its worth a try. You can also try Safe Mode with Network Support, which will load your netork drivers. Hope this helps.
