Presently I have a Radeon X1950 Pro graphics card in my main PC which does everything I need it to do. I find myself playing games more and more on my HTPC, which only has AMD 785G integrated graphics (Radeon 4200?); it's been less than desirable on a 1920x1080 screen.
I plan on moving the X1950 Pro into the HTPC and buying a new card for the main PC. I don't need anything more than to play games at 1920x1080 at high quality. My budget is $200 or less. Any suggestions?

Either 5770 as stated many times above, or if you want raw horsepower and dont care about DX11 (which that card is sub par at anyway (http://www.anandtech.com/show/2977/nvidia-s-geforce-gtx-480-and-gtx-470-6-months-late-was-it-worth-the-wait-/11)), get a 4890.
