I need help picking out a video card. I don't need a real expensive one just something around 10 or 20 dollars. I think I may have found one on ebay, but I do not know what chip set it has.

I don't know if there is any way of telling what it is from that info but maybe someone knows. Other than that do you guys have any suggestions?

Well I do play one game but it requires very little graphics (combat arms). I also found another card just now. Which one seems better?

Most likely its a 32MB Radeon X300 (based on it having the RV370 chip).

It's a good buy for $10 shipped. Not so good of a buy for $20 shipped, at that price range you can almost buy a brand new Radeon 4350 (not much of a better card, but newer and it will have much more video RAM).

What would be the best output. VGA, av video cable, or composite video?

VGA would be the best out of those three..
