mobo backplate tongs

The backplate of the motherboard came with tong like attachments that just seem to get in the way. Right now my motherboard is on straight but the tongs on the backplate restrict it from lining up with my motherboard. Are they supposed to be cut off? Or should I fiddle with them till I get them on straight.
 
That's called an I/O shield, and the tongs ARE NOT meant to be cut off. They're in place to ground the individual I/O connectors to the case. Just manipulate and push the board toward the I/O shield until the I/O device connectors protrude, and the motherboard holes line up with the corresponding case standoffs.
