Apparently I am picking up a neighbors router, but there are numerous unsecured/secured routers in the area and this is the only one I get in the network area
How do I get this off my network?

You must be accidently connected to it over wifi, right? Disable automatic joining of networks... If you aren't "joined" then I can't imagine why or how it would show. Perhaps your neighbor has connected to your wifi and then bridged it to his own router?

It has no IP, so it more than likely is connected and in bridge mode... i've had to do this with my neighbors a few times when their internet went down and they needed it for a bit.
Try changing your password and see if it'll go away.
