HELP : VH6T ISA slot modem not responding

Just installed my old ISA modem in VH6T at COM4 IRQ3 (same setting in my ASUS P3V4X).
When I tried to click "More info" under control panel - modem, the modem not responding.
I tried to take it out of the slot, plugged it in again, still no respond.
I put it back into my ASUS P3V4X.......guess what.....it respond.
What's wrong here ?
VH6T got some issues with ISA slot ? Any driver I should install ?
I'm already using VIA 4.37 driver.
My OS is Win98 SE.
Anyone can help me here ?

You probably need to go into your BIOS, and assign IRQ 3 to "legacy ISA device". This is what I've allways had to do with my USR ISA modem.
