Corsair Vengeance ddr3 1866MHz 8Gb problem

I bought Corsair Vengeance 8 GB Kit PC3-15000, 1866 MHz and I have them now installed to my Maximus III Formula. Before this I had Kingston Valueram 4GB (2x2Gt) 1333MHz DDR3. And the problem is now that after I installed new memory RAM usage is 38-50% all the time. So what would be wrong now? Any ideas?

Have you checked TaskManager to see what program is utilizing the Ram?

There are 68 processes and Steam uses Ram most (91 748K). I just reinstalled my windows 7 yesterday.

64-bit I assume.
Is windows installing updates in the background?

In win7 64bit w/ 8gb ram, running multiple autoCad drawings, multiple browser windows, Outlook, Media Player, etc... I hit around 3.5-4 GB usage.
