Can you use 2 sets of ram from 2 different brand at the same time?

The timings look the same to me. They should work together fine at the lowest common denominator settings - that is, if they should be able to run at the fastest speed both sets are capable of.

Since they're both rated for DDR3 1600 9-9-924, you shouldn't have any trouble running them together at that speed.

The only time it can be of concern is when the kits differ greatly.(eg. 1066 with 1600 at different timings)

I typed it wrong, one of them is 9-9-9-24-2N and the other one is 9-9-9-24.
 
^ That is just the command rate, I believe the other stick uses 2T so it will be ok.
 
Its not preferred but it should work, it would be unlikely for them to not run at the same speed and timings. The only concern would be if your mobo doesnt like the combination of different ICs used but they may even be the same who knows.

In short you should be fine.
