1600 MHz RAM running at 800 MHz

I'm running G-skill Ripjaws X series RAM, DDR3 1600. In the BIOS, it says the memory is 1600 MHz, but in both 3d Mark and CPU-Z, it shows that it is running at 800 MHz. Is this normal?
 
ok. no worries there. I'm just trying to poke holes to try to figure out why my computer is wigging out on me. maybe it really is a defective board.
