My cas 2 ram only going 2-3-3

I have pc100 cas 2 ram but whenever I boot up 100MHz cas 2-2-2, windows is unstable and crashes. By cas 2 do they mean cas 2-3-3 or cas 2-2-2? My ram can go to 161 cas 2-3-3, but can't go 100 cas 2-2-2? It seems kind of weird to me, but is 2-2-2 just a really agressive timeing? Maybe later I will try adding voltage for 2-2-2 pc100, but I'm new to OCing ram. Is OCing ram risky at all? Will it end up dieing faster, because if so I don't really want to risk my ram.
