whats better for higher FSB

Cas 2 is better provided it is stable. If it isn't then you can bck down to cas 2.5.
However, I'd go with the highest possible fsb that is stable at cas 2 rather than a higher fsb at cas 2.5. (Unless of course we're talking about a serious difference in fsb between the 2.
