My question might be newbie, but i woul'd like to know what it does.
So there's a option in the Power Management called Minimum Processor State, and Maximum State.
Is it something that controls the clock speed or something?

You are correct.. Its used in laptops mostly but it simply limits the processing power available. So for example if your MAX limit is 60%, then your CPU will only run at ~60% of its clockspeed.
