can't open multiple windows in IE

I just reinstalled XP. For some reason I can't switch between multiple windows in IE. I have to minimize a window in order to view another one. They do show up in the task bar but clicking them does not open or allow you to toggle between them.

XP task bar is screwy, i dunno how to fix it,, but u can use Alt-Tab to switch windows for now untill someone that knows what there talkin about can help u :P

hmmmm.....my USB was disabled in bios for some reason...don't know how that happened. After enabling it, I'm able to access multiple IE windows. That is the only thing I changed...very strange.
