If you want to reach 1066 frequency you'll have a better chance going with the 16 devices.
 
The difference is that the 16 device chips use 16 128 kb modules, while the 8 device chips use 8 256 kb modules. The 16 device RIMMs are the double sided sticks that everyone uses to get good OC's. The 8 device (single sided) are good if you don't plan on overclocking at all. The 16 device chips are an older technology, but are generally better for OC'in. In my opinion, it is definitely worth the money. :p
