TH7II and cpu fan speed

hardware doc is reporting that my cpu fan is spinning ~3000 rpm. Isn't this the max speed of the stock hsf?

The readings are odd because when I clock the cpu down to 1800mhz at default voltage, it still reads the same fan speed and the same 44 C idle temp. It never seems to be able to go below 44.

I have 1 intake and 1 exhaust fan, plus the power supply fan sucking air out from above the cpu heatsink...

how fast is your fan spinning? It seems like my fan is working extra hard..... :eh?:

That's completely normal, both the fan speed and the idle temp. The idle temp does not change much, regardless how much the CPU is overclocked.
