For first build...

Hi all:
This is my first post here. Am from PC Mech and someone mentioned you guys.
So far, this is what my first build will be. I do want to o/c, I'm wondering what board (as tight-budget as possible) is the best one to buy. Would like to shoot for 2.4 or so. Can you suggest a better mobo? And cooling (I'm sick of the way my room gets sooo hot- poor air conditioning)- does water cooling tend to reduce ambient overheating?

Any other suggestions to change?
